Panama Moves to Weed Out Old, Risky Vessels

In an effort to improve the performance of its fleet, Panama no longer will allow the registration of vessels more than 15 years old.
The move by the Panama Ship Registry comes after an examination found that nearly three-fourths of the ships in the Panamanian fleet that were detained from 2023 to June 2025 were bulkers, general cargo ships and oil tankers more than 15 years old.
Panama, which boasts one of the world’s largest ship registries, is also trying to remove suspected dark fleet vessels from its registry.
A dark fleet, also known as a shadow fleet, is a collection of aging, poorly maintained, and often uninsured ships used to transport goods, particularly oil, to circumvent international sanctions.
